Agent 007 did use a jet pack... He had to escape after he took care of a SPECTRE agent... 
There is Los Angeles Air Force Base near LAX... Maybe the Air Force was testing the jet pack...A top secret project?

    It could be a guy who jumped out of a plane. I have a hard time believing any jetpack could hold enough fuel to fly 1,000 feet off the ground. My looking into them show that they can only hold enough fuel for about a half hour of flight.
Either that or he flew straight up, with the intent of parachuting a landing.

    This was at 3,000 feet. Later in the report they say that some jet packs can get to 6,000 feet.
Hmm - doesn’t Elon Musk live down that way?

    There is Los Angeles Air Force Base near LAX... Maybe the Air Force was testing the jet pack...A top secret project? The Air Force would never test something like that in a highly populated area. Any testing would be done in Area 51 or Edwards AFB, depending on the secrecy level.

    Gravity Industries has been testing a really advanced jet suit up at Camarillo in Ventura County (north of LA), but they keep the altitude low (under 25-30 ft) and mostly test over water and for only a few minutes.
Here's there latest test video...Latest Flight Testing (jet pack)
High altitude testing would be difficult at this point unless a parachute was released when the fuel ran out.

    On July 2, 1982, Larry Walters  October 6, 1993) made a 45-minute flight in a homemade airship made of an ordinary patio chair and 45 helium-filled weather balloons.
He got in to trouble with the F.A.A. cause his flight was in the flight path at LAX.
