From what little I remember, they no longer are. Doesn’t the R consent agreement (WHY ON GOD’S EARTH DID THEY EVER SIGN THAT???) need to be renewed regularly? And they didn’t renew it?

Another judge released the repubs from it end of 2017.
Repubs handled the 2018 mid-terms like they were still constrained... and got snookered.
