I think China has codified their deep state. They call it the Chinese Communist party. Our communists refuse to label themselves as such. Eeek. I'm starting to write like Jocko Manning.
If Xi were a white hat, he would be dead or the Chinese would be behaving like Putin, and at war with the deep state.
I'm going to safely assume that Xi is a black and red hat.
