This is complete nonsense .the Earth’s angle to the plane of its rotation is not going to change that much in such a short period of time.
Yes. Where I live, the sun sets at about 5 pm at the first day of winter. Every year, year after year, after year. A 1200 mile shift would make a very noticiable change in that time. Also the oceans would have to raise a huge amount in some places, would fall a huge amount in others.
