It was our FRen Tang-soo who solved the photo mystery so thankfully, this was just a scene from “The Blacklist.” From my search, it was Season 2/Ep 10 “Luther Braxton Conclusion” involving the drugging and interrogation of a woman for memory recovery. There is no dentistry involved. Did we get this photo from Q???

I will add that I believe The TV show "The Blacklist" starring James Spader is probably the closest thing in pop culture that tracks the mission of Q.
It's all about ridding the world of Raymond Riddington's interpretation of The Deep State. Not saying the theme tracks along the same path as Q since much of Riddingtn's mission is about his personal revenge rather than a grand mission of justice. However, through his selfish motives, elements of worldwide corruption are exposed - often with great satisfaction, including one traitor who gets tossed out of a jet at 35,000 feet.
I haven't watched any of it since binge-watching the series about a year ago, but it would not surprise me to see some plots that point directly to 17. We've seen that kind of tracking by TV and/or movies in the past.
