Tried to show that she never formally filed charges over her daughter taking her $50 cell phone after an argument ...so WTH justified a GRAND JURY?

Well, the victim doesn’t file charges, the DA does.

If you go to the court clerk’s website here:

You can see that an individual filed a police report for the relevant charges sometime in July. That report eventually got to the DA who decided that he had two felonies and referred to the grand jury for an indictment.

Looks like a conventional family caper at this point.

If the mother/mother-in-law or whatever she is refuses to cooperate, there’s no way they’ll get a conviction, and in that case, the charges should be dropped.

Sometimes the DA will go for a plea deal on a misdemeanor charge, though if the defendant has private counsel, this shouldn’t happen.

BTW, the value of the property that was the subject of the robbery is irrelevant: the use of force or fear to take someone’s stuff is what can turn a misdemeanor petty theft into a felony robbery.
