If it can talk to the tower through the metal case, it’s trackable. One way to test would be to put it in the case and have someone call it. If it rings, it’s not being blocked.

Not if it’s completely inside with no openings. For example, a metal lunchbox might be sufficient, but microwave signals used by phones can penetrate slots and cracks, which is why your microwave oven at home has metal seals and a tight fitting door. Something like a metal ammo can with a sealed lid would be much better. Or just wrap it in aluminum foil with no cracks or holes. You can google it and “faraday shield” for more info. As long as the radio frequency signal is blocked, the phone cannot be tracked.
