Thanks for the explanation. I just made up the sealed or secret indictment as a hypothesis, and it seems from what I read, if that’s what it was, they would not have had to inform her what the charge was, just issue an arrest warrant which the deputy served, and he did say she would “get all her papers” when she got to jail. The idea of a secret indictment is that the person does not know they are the subject of the grand jury hearing and the file remains sealed until after they are arrested. If this hypothesis is true then the charges should be made public before long. I read that she would be held in jail until a hearing on Monday so that’s probably when bond would be set, etc. and the charges would have to be made public by then at least.

I am a little lost on the entire matter. Who is this lady and what does she represent?
Another poster gave a quote from her mother. Here’s what probably happened. The mother visited her in Ohio. They got into an argument over recording on a phone. The phone was taken. Mother filed charges. She was not actually served. They settled the matter between themselves and the Mother signed a “drop charge Request” before leaving Ohio. When Police found her they arrested her on the outstanding charges.Her paperwork(green sheets) were still with Police on file.
This happens everyday. Police assume the person with charges is hiding because they were never served. Thus no bail until arraignment. Police do not have to drop charges if the complaintant has filed a drop charge. That is an issue for the Judge. The charge would be theft of the phone. Value determines the degree of charge. Burglary would be entering a premises to commit a crime(the theft in this case). Burglary is usually a felony but does vary from state to state.
A possibility exists that the State did proceed to Indictment without the suspect being arrested. Probably be cleared up Monday. Common occurence. This may be in Jerkwater USA, The Mother sounds like she is a bigger part of this than she claimed.

Let me know the backstory on this case. Who is this lady and why would anyone kidnap her?
