Hard to have a one man conspiracy
When I lived in Singapore in the early ‘80s, following some unprecedented political unpleasantness, there was joke that went something like, “It takes three Malays, or two Chinese, but only one Indian for a conspiracy.”

Singapore's Indian population is mostly Tamils from south India and Sihks from way up north...almost all coming well before Partition.
I always figured the joke was about either their respective malice or their intelligence but I could never decide which. It's Singapore's version of "a priest, a minister, and a rabbi..." jokes. It all depends on who you want to make the bad guy.
