LiCO3 is a recognized medication for mood disorders. Adding it to the water supply is a real stretch however. And the level at which it becomes toxic is not that high compared to the therapeutic level. Lithium patients need to have their blood levels monitored for this reason. I think this sh*t won’t fly.
It bothers me that someone would even suggest this kind of thing.
