Societal norms for clothing codified by legislation are one thing.

A mandate enacted by one executive’s signature purportedly for health reasons, without any scientific basis indicating its efficacy, and then inconsistently applied and enforced, is completely different.

There’s plenty of scientific evidence that they work, not just to prevent the spread of the virus, but to protect the wearer. Here’s a recent paper:
