Not to be argumentative, just to be cautious, the properties of glass are such that it has a green cast unless a color is added like the gold at the Mirage in Las Vegas or Trump Tower. I think that the curtain liners in the WH would be white for several reasons most having to do with aesthetics, the outside showing multi-colors would be disconcerting. The color might be due to the lighting at that moment and/or and color saturation used in post processing.
I understand and respect differing views but I am suggesting a less exciting explanation.

Good thoughts. I was thinking there should be plenty of recent and past photos of the White House that might shed some light...or shade, heh.
Multiple photos of the White House. Plenty of greenish window coverings.
Did you see the photo? Normally photos of the White House do not have bright green windows.
