Couple possibilities:
To counter China’s threats.
To confer with his Taiwanese counterpart regarding the virus.
I’m leaning towards the latter, since it’s the HHS secretary, and not the defense secretary.
But a great way to initiate high level talks without raising too much smoke from China... a curious event.
