The last I heard {?} Japan has a law rejecting a nuclear military posture... only peaceful. Of course the difference can be subtle - viz Iran. :)
Of course my point has to do with the threat of allowing Japan nuclear weapons, which would likely make the Chinese run to the bargaining table. China has had really bad experiences vis a vis Japan. {e.g.: WWII}

Japan is a totally different country than it was during WW2. As far as nukes go, why do you think they keep US bases there?
China on the other hand......
