I can’t find that tweet on his timeline. He must have deleted it. Notice how there is bold in the tweet. Twitter does not allow bolding.

Found the Biden tweet. My apologies for thinking it's fake. The reason the text is bolded is because it is the search criteria. I verified in an un-logged in Twitter session.
