I saved a link to the RR Library of that video of the speech and watch it every now and again.
Amazing what RR did in that speech... when looking at his podium...paper notes in which, at times, he barely looked at.

I just looked at it on Google Earth. I think we are seeing a rendering of it.
Try using the history function. Everything other than the dam changes shading etc. while you look back in history. Dam remains the same shading and color.
There is a icon on the top of Google Earth (looks like a clock) that will give you a slider to look back in time at images.
Damage is being covered up.

This isn’t some Chinese plot to flood Wuhan to destroy evidence. They could do that with a couple of fires. This is a man made catastrophe that they don’t have a clue how to deal with.
