1917 was a signal.
The Cipher Bureau, or Black Chamber, manned by Herbert Yardley... actually formed in 1919, broke the Japanese Diplomatic Code during negotiations over naval power.
The Cipher Bureau was disbanded in 1929 when President Herbert Hoover's newly appointed Secretary of State, Henry Stimson, infamously said that gentlemen do not read each other's mail.
