maybe the IT guys were compromised/incompetent/notqualified.

It could be as simple as having a small group of incompetents working in the department, and since TVA has to deal with federal hiring/firing laws and the union, they took a chain saw out instead of a scalpel and just jettisoned the whole department.
Hoping also that it’s US contractors and not foreign elements. The last thing one might want is to call for help and end up with some guy in India (”Is the unit plugged in???”).
