He kept escalating the situation.
He is told to move. He doesn't.
He is told to turn around. He won't.
He is told to take his hands out of his pockets.
He doesn't.
All of those are danger signs to police.
He turned out not to have a weapon, other than personal weapons (his own body, hands and feet), but the officer could not know that.
It looks to me that is why he tased him.
Then he says the taser had no effect, and the physical fight started.
He is fighting with the guy when he shoots him.
When a person has engaged with an armed man in a physical fight, it becomes a fight for a deadly weapon.
The officer still did not know what the suspect might have had in his pockets.
Or the Ranger could have not been on some ego fueled dick trip, and just wrote him a ticket and let him be on his way in America, a supposed Free Republic.
Good. Id wish video of every other normal person gets the same treatment.

You make good points in your post #26. Why did this guy behave so dangerously around the Ranger? He apparently was looking for trouble. The Ranger had reason to fear the man, because why else would he tell him to turn around. The guy’s behavior is just bizarre.
I didn’t watch the “partial” video, because it’s “partial”.

LEO’s NUMBER ONE duty is to go home at the end of each shift ALIVE! EVERYTHING else is secondary.
