There’s so many people milling about freely, that is police and government workers. They don’t seem to be “social distancing” - oh this is so crazy and frightening. Some kind of experiment in tolerance?
Experiments on multiple fronts: 1. to see if there is any solidarity at all from folks who aren't in the same selective-lockdown YET; 2. to see if there is any pushback from those locked-in, 3. to test their managment skills in enslaving people before mass-scaling... you name it.

My wife & I managed a 100 unit apt. complex 14 yrs, w/mostly Section 8 tenants, NEVER had anything close to this ]failure[. Yes, LEO's were called a few times, a shooting, a few drugs BUT if you, as manager, have estab. good relations w/tenants, THEY will give u a 'HEADS UP'
