The States that have signed the national popular vote agreement; it can’t go into effect until they get to 270 electoral votes, and they are close. The States passed this by legislation and Colorado has on the ballot for the people to decide whether to keep it or not. My question is, what if, down the line, people move around and the demographics change so that a once reliable liberal State votes Republican, yet enough States have joined the pact so the electoral vote goes for the Democrat? Mathematically it might not matter, but it seems to me the citizens of that State did not get to choose for themselves.
