No, the National Guard, when NOT not activated to Federal Service, belong to the state Governors. They operate under United States Code title 32. As such they can act as law enforcement under the direction elected state officers.

The Reserves and regular duty operate under USC title 10 as does the NG when called into Federal Service. They are subject to the Posse Comitatus Act, as amended, and other Federal statutes which severely limit their ability to act in a law enforcement role.

An interesting note: While the UK has the Royal Navy and the Royal Air Force, there is NO Royal Army. It is the British Army and belongs to Parliament and not the Monarch.

Understood (because I read your posts). But their arms belong to the state. They can't draw them and defend anything without permission. And none has been granted.

My neighbors and I can arm ourselves and defend our neighborhood whether the governor likes it or not. Including defending ourselves from the governor and his men ( the NG).
