For someone to take the dam down, or carry out any significant atttack inside the PRC, they need to evade the Chinese surveillance state. I think that is very unlikely.
Just to be clear, I have not been speculating about the construction work. I have been commenting on weather, conditions, and speculation on social effects. There were several others making interesting comments on the possible construction issues.
I just reread your post to me and realize now you were referring to recent surveillance technology, not dam building technology. I’m not very computer literate, but certainly believe that China has lots of surveillance
