This is the site for the Changjiang Water Resources Commission handling the Yangtze river http://www.cjh.com.cn/

They have reduced the flow from the Three Gorges Dam to 19 000 m3/s (it was > 28 000 yesterday), and the level has increased to 150.31 m it was some 148 m. Perhaps to reduce the flow of water to Wuhan? Note that it takes a few days for the water to go from the Three Gorges Dam to Wuhan.

Perhaps due to this:

The Yangtze River Water Conservancy Commission upgraded the level III emergency response of the Yangtze River flood and drought disaster prevention to level II at 14:00 on July 10. The Hydrological Bureau dispatched a working group to the front line to guide the flood prevention work. The current flood and drought disaster prevention work has entered a critical period.

The emergency rescue team and related detachments should be fully prepared, and once the flood storage area is activated or when the levee breach occurs, the relevant hydrological testing work should be carried out immediately, and the water resources center and forecast center should conduct professional technical analysis and implement emergency forecast in a timely manner.
