Putting out fires isn’t their only problem. Who collects and disposes of garbage, who treats people who get sick, who delivers stuff like fuel, medical supplies, food that they cannot grow themselves in a garden, like meat, eggs, dairy products...
That place seems ripe for a mass epidemic. (If there is no garbage disposal, the rats will come.)
