Any significant arrests of the DS will likely not occur until after the Dems hold their convention, IMO. First off, it gives the DS less time to respond before the election and will make it harder for any October surprise they have planned, to be effective. In fact, since the white hats likely know the DS playbook, their offensive will likely be designed to specifically neutralize the DS plans. Q and Q+ know what the Dems plan to do after the convention (i.e. how Biden will be removed from the ticket and with whom he will be replaced). Better to go on offense once the true candidate has been revealed rather than before.
