With the justice reform that Trump has already done, many low level drug offenders were released. How many states still charge mj users (not dealers) with felony and prison time? I doubt many states do that.
Drug legalization is not, afaik, wildly popular. Hardcore libertarians want ALL drugs legalized, and many people think that legalizing mj federal opens the door for all drugs. Which would be a terrible thing.
The Feds do, and any state where it isn't legal. If you have 15 plants, that's 15 #s, that's 15 years Fed if they want. If you are growing dope, don't own anything. Asset forfeiture is the goal, Feds as well as states. States will bust you also if you are a dick when you get caught, and you will get caught if they want to. There is more squealing amongst dopers than in any population of ne-er do-wells.
