Rioters who burn down buildings - theres video from nearby buildings stored in the cloud, records of cars passing through tolled areas, traffic cameras and forensic evidence. Once law enforcement starts paying attention and cracking down, rioters are on borrowed time. They can also match it up with cell phone records and social media posts. The looters that have been caught so far in our town have been hit with bails from $10K to $100K on state charges. The one with the $100K bail is being held out of state by the feds for inciting a riot via social media. He faces 5 years and $250K fine for that. I think once the word starts getting around people will contemplate if it is worth committing criminal acts.
