The ratio you post looks like CFR (Case Fatality Rate), which is the ratio of serious cases being treated to the number that died.

The missing information is that the “cases” is only a very small percentage of the total number infected.

What is important is the IFR (Infection Fatality Rate), which is the ratio of total number of infections to the number that died.

Several serious analyses have been done that indicate the IFR for Covid-19 in the USA is well below 0.3% and maybe as low as 0.1% roughly equivalent to the IFR for influenza.

The CFR being touted as the “death rate” is widely used by the “fear mongers” to keep people terrified and willing to support their power grab.
