The Obama.org developers were caught using the validator function to “test” the image prior the the Floyd event, even though it was not posted until after the event.

This is feasible but not fully consistent. In the contemplated scenario, they're testing the image to see how it appears in tweets. This is using an image link that's not their production image, etc.. Then they make sure it looks right. Then they switch the main production image to be the one they've tested and eventually the prior tweets that post to the same image location get updated with the new image. Viable scenario but not something that can be proved or demonstrated from the outside of Twitter. In any event, if/as this was the case, like other considered scenarios, this wouldn't have happened in a vacuum - the creator of the image would have forwarded it to the web team which would edit + conform it, etc., and e-mail + post that around, along with other things, etc..
