Fired 10 rounds at 21 cops...and he’s still alive?

I’m not sure if that shows mega-restraint on the cop’s part, or mega-stupidity.

I don't know the situation, but it is possible the shooter was in the forefront of a crowd and firing at him would have endangered the looters behind him. /sarc (maybe)
