He only did so once top command (Milley is Joint Chief of Staff Chairman - head of all military in the US) declared the military would not cooperate. Yes the media is makeing the most of it because they want the public to believe the traitors' lies about "unconstitutional" when POTUS' use is clearly defined as appropraite in the consitution. So the MSM makes alot of noise to support the efforts to delegitimze the president.
