A sleeper is a spy who is inactive or at least completely undetected for a long time within a government or community or organization.
The sleeper can gain a lot of trust, and actually live the part.
Then ... at some future critical moment ... the sleeper may be activated--given orders or required to reveal secret information.
Stalin's USSR put whole families of "Sleepers" into the USA. Some were children when they arrived, only to be activated as adults. We may detect them later by identifying their parents and other adults in their lives has having been communists.
Think about a recent President.
There was even a cable TV series about that subject called “The Americans.”
