Carlo Maria Viganò (born 16 January 1941) might very well be an important source for Q.

Viganò is an archbishop of the Catholic Church who served as the Apostolic Nuncio to the United States from 19 October 2011 to 12 April 2016. He previously served as Secretary-General of the Governorate of Vatican City State from 16 July 2009 to 3 September 2011.

On August 25, 2018, Viganò published an 11-page letter accusing Pope Francis and numerous other senior Church leaders of concealing allegations of sexual misconduct against then-cardinal Theodore McCarrick. Viganò stated that Pope Benedict XVI imposed sanctions on McCarrick in response to accusations that were made against him, but that Pope Francis refused to enforce them and that he made McCarrick an important advisor. Viganò called on Francis to resign.

As best as I can translate it, Solve Et Coagula, which Viganò refers to as a "Masonic adage," means: "Divide and Conquer."

Maybe a better reading of Solve Et Coagula, which Viganò refers to as a "Masonic adage," would be: "Divide and Re-assemble (to one's own preferred form)."

It struck me initially as "Divide and conquer," but that would be a less precise interpretation.

Need some help here for our Latin scholars!

I looked the term up and the couple definitions I saw were basically “destory/dissolve to create anew”.
