#1, my original point was we need this for state wide elections, too. In CO, Denver and Boulder elect the governor and the rest of the state doesn't matter. Most of CO is conservative but we get outvoted by them.
We need a state level EC.
No statewide winner take all allowed.
I agree with that for national elections.

We just had this conversation at home last week. CO state electoral college would turn us around quite quickly I think.
