There is a small section in the Pentagon's J3 that screens who can/cannot be held there per Executive Order. If they don't match, they don't go, and the Chairman sends the notification to SECDEF.
No American is going to be placed into a military detention facility constructed so that it would not be in a congressman's jurisdiction, and used solely for unlawful combatants captured outside the US only. Read section 3 of the EO.
