Waiting for others to chime in, my bet is he might just be scared to death of discovery, any discovery, at all, let alone in a legal setting. He’s afraid of what DJT might know.

What I’ve considered is that since POTUS came to office he has access to everything to most likely KNOW what’s there beyond what he may have already known or suspected before. Apparently he believes there is fertile ground for discovery ;)
