Just because they can require it does not mean they should require it. Places like Walmart (and anywhere with a bank) literally went from forbidding anything covering the face to requiring it in less than 30 days. Then the health departments performed the same flip. Anything not prohibited is mandatory.
No disagreement here, ichabod, but my whole point is that these policies are those of the business, not the state.
If I choose to shop in a business that requires masks, then I will put one on because they have the right to impose any rules they wish. Whether they “should” is up to them and the market will ultimately judge the wisdom of their policies (I suspect Walmart will have record sales). Which stores I do business with is up to me.
