CHI: Police Officers Ordered to No Longer Use Force To Disperse Large Gatherings
I assume this doesn't mean large groups of people sunbathing or going to church. So riots are not "large gatherings". I wonder when or if cops are allowed to use force. Do "large gatherings" includ arson, assault, and looting? More decriminalization of crime.
