Problem is, who will use their ballots. Guessing they still voted.

I'm thinking the RATs have already done that.
They are like a fighter who is getting defeated in the ring, and so "Sells out" ... which means ignoring their own defenses and just throwing it all at the opponent looking for a low-probability knockout ... their last hope.
"Selling out" in this instance means trying to destroy the American economy in the desperate hope that voters will blame the other guy.
"Selling out" means impeaching a popular and wildly successful President ... hoping a pathetic pencil-necked LIAR can defraud everyone.
"Selling out" is a TOTAL LOSER STRATEGY.
