Not sure what charges could be made on this though. I'd think there are laws against spying on American citizens without a warrant. I doubt they got FISA warrants for Solomon and Carter.
But didn't I read just the other day here that Obama signed some executive order or something allowing the spying on American citizens without a warrant when they are on foreign soil? Not sure if that's a thing or not.
