Hmm.
FYI, the pages 20-23 Q specifically pointed out are mostly redacted. Evidently, they specify foreign involvement with Snowden, and a redacted table of the highest "Risk" disclosures.
Gen Keith Alexander, head of NSA at the time is quoted in footnote #154, at bottom of page 19, saying: "It is not clear to us if there is a foreign nexus. There [are] some things; it does look odd that someone would go to Hong Kong to do this."
This comment is apparently based on the fact that Snowden first fled to Hong Kong, where he spend about 2 weeks "hiding out in an apartment with refugees (???) before continuing on to Russia.
Steven W. commented earlier that Snowden may have been working for China.
There is also a mention earlier (page 8) that Snowden had met with some Chinese hackers at some kind of convention and been sympathetic to their claims that the U.S. was the one attacking them, and not the other way around.
