The only way I know how to do it is as follows:
1. download the image I like to my computer.
2. Go to https://imgflip.com/
3. select create and pick the top option
4. select upload your own image
5. create meme and it will then give you html
I am not a techie maybe someone has an easier way?
If you right click on an image you can select “copy image location” or the equivalent for your browser.
Then you can post an image here like this:

(Replace the stars with less than and greater than symbols)
