By law, Rep vacancies must be filled via elections.

Senate vacancies are filled by Governors in 36 states.
The rest of the states have special elections with jump thru hoop rules about when to have them.

You are correct.

N.C. is one of 6 states in which the governor’s appointee must be of the same political party as that of the vacating Senator.

I wouldn’t put it past some RAT to flip to Repub then low and behold, be the new Senate appointee.
