I heard from a very reliable source they are paying nurses 10k/week to “volunteer”.

If They are being paid, then taxing the income makes sense.

They make it sound as if unpaid volunteers, who are not being paid, would be billed state income tax.

docs that volunteered in New Jersey were getting the lower end of the customary dollar per hour range and nowhere what locums (travelling docs) make

That’s true. I am a nurse and other nurses were showing me recruitment ads paying as high as $10000 a week, all expenses paid. After what I have read about the working conditions I wonder if many decide it wasn’t worth it.
