See, I never “get” this kind of reasoning.
Rod Rosenstein broke the law and tried to remove a sitting president with a report already documented to be false. Is the Trump administration now supposed to tell the public that Rosenstein enabled the coup attempt otherwise it wouldn’t have happened? Without Rosenstein signing Fake FISAs and appointing a Special Counsel based on lies, the deep state wouldn’t be caught?
Why wouldn’t all the players paying for, creating, and inserting the fake dossier and spying on the Trump campaign be exposed when RR found out about them? Why wouldn’t the public be irate that a supposed Trump White Hat dragged the country through RUSSIA RUSSIA RUSSIA just to get people who signed and purchased fake documents? Why let the “game” damage the 2018 election outcomes?
The public would be justified in distrusting everything else about the Trump administration’s assertions re the deep state - how would they know it’s not just more “sting”? The Deep Staters would look like victims of manipulation. Lawyers for the deep state could certainly claim entrapment if Rosenstein recruited a special prosecutor based on a dossier he knew was fake.

No he didn’t. He simply signed off on it and let it go forward. By doing so (IMHO) he insured that it would happen and fail. Why? It was all based on garbage and he knew it. It did two things, it gave Trump smoke screen to get other amazing things done over here while the Dims were looking over there and it cemented the sedition and treason of those who DID break the law.
