I have wireless cams on the house that are IR

And will catch wildlife at night like deer

Not sure if the military uses a different frequency of IR not available to the public though

The Infrared Spectrum (300GHz-3000GHz) is not allocated by the FCC.

I won't comment further on military use of this portion of the EM Spectrum.
