STEP ONE if this is going to happen is for the official and PUBLIC position of the United States to be that China launched this Biological Weapon of Mass Destruction deliberately.
Once it is established we are AT WAR, then ARTICLE III, SECTION 3 may come into play:
Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort.
As of now, Trump's position is not officially that China DELIBERATELY did it. But he knows they did and is letting the people know via the Q op.
There is no sense in entering into a war that is already won. The trick is to take out the domestic derps who conspired with China. I think it's possible to shift the blame mostly to OUR derps and not go to war with China.
And to punish China just short of all out war.
