You almost made a point. Not an important one. A word game one, necessary for scientific articles, but serving avoiding the issue in informal conversations.
To be clear no conclusion can be made that Sweden’s policies increased its death per million compared to countries with differing policies.
No conclusion can be made that lockdown or social distancing decreased deaths per million in any country.

The answer is a resounding no evidence supports that hypothesis.
