Why was there a 2nd Scope Memo to begin with?
I have another question:
Where is there a 3rd Scope Memo? Yes, a 3rd
So first, why provide additional Scope Memos at all? Why didn’t the 1st Scope Memo suffice? Take a look at the very open ended and very broad original Scope Memo that Rod Rosenstein [RR] issued to Robert Mueller [RM] on May 17th, 2017.
If you didn’t read the screenshots above you really need to. RM was given complete access to, and total authority to complete, the FBI investigation into whether Russia colluded with anybody in the Trump administration or attempted to influence the 2016 elections.
Note: Comey had just been fired. The FBI’s investigation and reports were given to RM’s team. Why did RR need to give additional Memos after this?
RR answered that very clearly in the 2nd Scope Memo.
When the 2nd Scope Memo was originally released it was HEAVILY redacted
Now, compare that to yesterday’s much less redacted 2nd Scope Memo. The big take aways are the individuals listed in this 2nd Scope Memo that were previously redacted from public view. But, RR’s reason for the 2nd Scope Memo is also made very clear.
The May 17,2017 order (1st Scope Memo) was worded categorically in order to permit its public release without confirming specific investigations involving specific individuals. This memorandum provides a more specific description of your authority...
The following allegations were within the scope of the Investigation at the time of your appointment and are within the scope of the
Order:”
So, RR lays it out. He didn’t want anybody to know who RM would be investigating. He also states the “order” in this memo...
Or, was something else going on entirely? I have 2 theories.
1. Maybe RR didn’t have much faith in RM and wanted to make sure his directions weren’t misunderstood.
Or,
2. RM asked for the 2nd Scope Memo to make sure he was authorized in pursuing “certain individuals”.
important to note that some of the “certain individuals” listed in this 2nd Scope Memo may also be the victims of the illegal FBI activity that garnered the illegal FISA warrants that provided the investigatory material that was being handed to Mueller to investigate.
Listed on this 2nd Memo are Carter Page, Paul Manafort, George Papadopoulos, Michael Flynn and one other section that is completely redacted. Who or what is the 5th section on this 2nd Scope?
It appears that subject was added AFTER the FBI investigation was given to RM.
77 days passed between the May 17th, 2017 appointment of RM to head the special counsel and the August 2nd, 2017 2nd Scope Memo issued by RR.
- 79 more days passed and RR issues a 3rd Scope Memo to RM.
Is there some significance to such similiar durations between Memos?
Most people I ask didn’t know a 3rd Scope Memo exists. I can’t find it, there’s not even a redacted version of it online that I can see. The article that I linked you to on the 1st post of this thread says it came out Oct. 20, 2017. Mueller’s own report confirms that.
You see that? The 3rd Scope Memo from RR included instructions to investigate AG Jeff sessions! RM doesn’t mention Sessions in regards to the 1st or 2nd Memos.
The claim?
Jeff Sessions was being investigated by the FBI before the special counsel was even appointed. Really?
So, why wasn’t Sessions included in the 1st or 2nd Scope Memos? The fact that RM does not address investigating Sessions in his Special Counsel report until he says the 3rd Memo ordered it tells me that Sessions may or may not be the fully redacted subject on the 2nd Memo.
Feb 1st 2017 Trump nominates RR to Deputy AG. RR confirmed by the Senate Apr 25, ousting acting Deputy AG Boente. May 2nd Sessions recuses from the Russia investigation, RR becomes acting AG over Russia investigation. May 9th RR writes a letter, Trump uses it to fire Comey.
23. May 17th RR appoints RM as Special Counsel. RM is a long time friend and mentor of recently fired James Comey.
Why wouldn’t RR allow the FBI to keep running the Russia investigation? Why appoint RM? Why issue 3 separate Scope Memos?
Is Sessions the separate investigation?
This means, as of Oct 20th, 2017, RR had RM running an active investigation into RR’s own boss, Attorney General Jeff sessions - while Sessions was still in office. Sessions did not resign until over 1 year later in November of 2018. I’m starting to understand “road block”.
Discovering this gives insight as to why so many big arrests had to be put on hold. All that any major player would have to do is claim that Sessions and Trump were bias and desperate and going after political opponents before they were both removed from office.
So, I’ll be looking for that 3rd Scope Memo and I’ll be waiting for that totally redacted section on the 2nd Memo. If any of you find either one please let me know?
